In a new study published by the Center for Countering Digital Hate (CCDH), a British non-profit dedicated to combating online hate speech and extremism, co-authors found that AI-generated disinformation, particularly in the context of elections, We found that the amount of fake images is increasing. Over the past year, X (formerly Twitter) has seen an average monthly increase of 130%.
The study did not examine the prevalence of election-related deepfakes on other social media platforms such as Facebook and TikTok. But Callum Hood, head of research at the CCDH, said the results show that the use of free and easy-to-jail-break AI tools, along with poor social media management, are contributing to the deepfake crisis. “There is a very real risk that this year's U.S. presidential election and other large-scale democratic exercises could be undermined by misinformation generated by zero-cost AI,” Hood told TechCrunch. said in an interview. “AI tools are being deployed to large audiences without adequate guardrails to prevent them from being used to create graphic propaganda. Deepfakes galore
Long before the CCDH study, it was well established that AI-generated deepfakes were beginning to reach every corner of the web.
According to a study cited by the World Economic Forum, deepfakes increased by 900% between 2019 and 2020. Sumsub, an identity verification platform, observed a 10x increase in the number of deepfakes from 2022 to 2023.
But it's only in the past year that election-related deepfakes have entered mainstream consciousness. This has been facilitated by the proliferation of image generation tools and technological advances in those tools that make synthetic election disinformation more convincing.

In a recent YouGov poll, 85% of Americans said they were very concerned or somewhat concerned about the prevalence of misleading video and audio deepfakes. A separate poll conducted by The Associated Press-NORC Center for Public Affairs Research found that nearly 60% of adults believe AI tools will increase the spread of false and misleading information during the 2024 U.S. election cycle. According to the co-authors, most deepfakes on X use one of four AI image generators: Midjourney, OpenAI's DALL-E 3 (via ChatGPT Plus), Stability AI's DreamStudio, or Microsoft's Image Creator. It was created by
To determine how easy or difficult it would be to create election-related deepfakes using any of the image generators they identified, the co-authors created 40 images themed around the 2024 U.S. presidential election. Even though Midjourney, Microsoft, and OpenAI have specific policies against election disinformation, the co-authors report that the generator generated deepfakes in nearly half of the tests (41%). . The co-authors found that not all image generators tend to produce the same types of political deepfakes. And some criminals were more consistently vicious than others.
Midjourney most frequently produced election deepfakes in 65% of test runs. This is higher than Image Creator (38%), DreamStudio (35%), and ChatGPT (28%). ChatGPT and Image Creator have blocked all candidate-related images. But like other generators, both produced deepfakes depicting election fraud and intimidation, including election officials damaging voting machines.

Generators may have made it easy to create election deepfakes, but social media has made it easier to spread deepfakes.
In the CCDH study, the co-authors highlighted an example where an AI-generated image of President Donald Trump attending a campout was fact-checked in some posts but not in others. Other posts have been viewed hundreds of thousands of times.
X claims that community notes about posts will automatically appear on posts with matching media. However, research shows that this is not the case. “Without proper guardrails in place, AI tools become a very powerful weapon for bad actors to create political misinformation at zero cost and spread it at scale on social media. no easy fix
So what is the solution to the deepfake problem? Is there one?
Hood has some ideas.

Hood and his co-authors also urge policymakers to leverage existing laws to prevent deepfakes from intimidating and disenfranchising voters, make AI product designs and transparency more secure, and encourage vendors to They are calling for the enactment of legislation to increase accountability.

But an open question is whether the industry and regulators are moving fast enough to make a dent in the uphill battle against political deepfakes, especially deepfake images.
“AI platforms, social media companies, and lawmakers have an obligation to act now or risk our democracy,” Hood said.
